DGH wants to create permanent cadre
New Delhi   06-Jul-2007
The Directorate General of Hydrocarbons (DGH) has made a strong pitch for the creation of a permanent cadre to mitigate hardships faced by it owing to manpower constraints. Initially, qualified fresher will be recruited every year and trained extensively. The building of the cadre would take around 5 years. In a recent communication to the petroleum ministry, DGH VK Sibal has said existing employees will be given the option to opt for the new system. Those who do not opt for the cadre would be given the option to continue on a secondment basis at the discretion of the DGH. After the completion of their tenure, DGH cadres will fill up their vacancies. DGH hopes to have an entirely dedicated team of DGH cadre within next 10 years. Petroleum ministry sources told FE, "The issue was discussed, after a Cabinet note for the creation of DGH cadre with PSU pay structure was initiated and circulated to the concerned ministries and departments in December 2006. However, there has been no progress in the matter, probably because the proposal of a PSU pay structure for DGH cadres did not find favor with the department of public enterprises (DPEJ and department of expenditure (DOE). Consequently, there is no improvement in staff positioning. However, DPE has recently given its no objection to the proposal." The DGH has been operating with staff strength of around 80 personnel for the last couple of years. In the last one year, the strength has further dwindled from 89 to 82. This is affecting the working system in the DGH. With addition of 52 more contracts under NELP-VI and work pertaining to upcoming round of NELP-VII, it has virtually become impossible to manage with the present strength. Interestingly, the Parliamentary Standing Committee on Petroleum and Natural Gas has also extended its support for the creation of a permanent cadre for the office of DGH. Apart from delays, this is affecting the quality of output and monitoring as well. It is no more practical for the DGH to depend on PSU staff.
