Shri Shailendra Singh is a 1997 batch Indian Forest Service officer of the Tripura Cadre. He holds a Post Graduate Diploma in Public Policy and Management from IIM Ahmedabad and a BE in Electronics from MNNIT Allahabad.
Mandate Of Vigilance Department
- The Chief Vigilance Officer (CVO) heads the Vigilance division and acts as an advisor to the Chief Executive in all matters pertaining to Vigilance.
- CVO also provides a link between the organization, the Central Vigilance Commission (CVC), and the Central Bureau of Investigation (CBI).
- Vigilance functions to be performed include :
- collecting intelligence about the corrupt practices committed/likely to be committed.
- investigating into verifiable allegations reported; processing reports for further consideration by the Disciplinary Authority (DA).
- referring matters to the Commission for advice wherever necessary.
- taking steps to prevent improper practices or commission of misconducts.
- examining audit, inspection and others reports from the point of Vigilance angle.
- Ensuring internal controls to mitigate systemic failures.
- ensuring prompt handling of disciplinary cases and conducting system studies to address vulnerabilities.
- Above functions of CVO are broadly categorised as (i) Preventive and Pro-active vigilance; (ii) Punitive vigilance; and (iii) Surveillance and Detection.

Shri Shailendra Singh - Chief Vigilance Officer
Shri Shailendra Singh is a 1997 batch Indian Forest Service officer of the Tripura Cadre. He holds a Post Graduate Diploma in Public Policy and Management from IIM Ahmedabad and a BE in Electronics from MNNIT Allahabad.
Throughout his illustrious career, he has held critical field and staff positions. He served as Chief Conservator of Forests (Planning and Development) and Secretary to the Government of Tripura, overseeing departments including Science, Technology & Environment, Cooperation, Animal Resources Development, and Information & Cultural Affairs.
He also served as Resident Commissioner of Tripura in New Delhi and as Joint Secretary in UPSC.
Prior to joining IndianOil as CVO, Mr Singh served as Deputy Director General at the Unique Identification Authority of India from September 2021 to April 2026, where he also briefly held the additional responsibility of Chief Executive Officer.
At UIDAI Headquarters, he led various divisions viz. Enrolment & Update, Training, Testing & Certification, CRM, and contributed significantly to formulation of policies, procedures, guidelines, and regulatory frameworks to strengthen the nationwide Aadhaar ecosystem.
His extensive experience in public administration, governance systems, regulatory frameworks, and large-scale digital transformation has been instrumental in driving institutional reforms and strengthening operational efficiency.
With a unique blend of policy insight, technological understanding, and managerial acumen, he has led several impactful initiatives focused on process optimization, citizen-centric service delivery, and robust compliance mechanisms. His leadership in complex, multi-stakeholder environments has consistently contributed to innovation-led governance and sustainable organizational improvement.
