The government is contemplating the establishment of the National Data Repository (NDR) to facilitate transparent data assessment in the upstream oil and gas sector. The first phase of the repository is expected to be completed by March and will coincide with the seventh round of bids under the New Exploration Licensing Policy (NELP-VII). "The setting up of NDR will facilitate government's plans to launch the Open Acreage Licensing Policy (OALP). We aim to have NELP-VIII and OALP hosted on the repository In future under both NELP and OALP regime, the exploration and production operator must be able to use data from the National Data Repository," a petroleum ministry told the Hindustan Times. The government has asked Schlumberger, a global oilfield and information services company with a major focus on energy, and the Directorate-General of Hydrocarbons, the upstream regulator, to suggests ways and means to expedite the first phase of the repository in the next 6-9 months. According to officials, the establishment of the repository was essential for meeting the ambitious target to bring 80 per cent of Indian sedimentary basin under exploration by the end of the Eleventh Plan. In such a scenario, the twin strategy of NELP and OALP has to be vigorously pursued, they added. Most of the data for the first phase of the repository is available with Oil and Natural Gas Corporation (ONGC) through its Exploration and Production Information Network (EPESTET) project. Barring the 2D/3D field data and fravity magnetic data, ONGC is privy to nearly all the data required for putting in place the first phase of National Data Repository However, for a full-fledged repository data collected by private/ joint venture operators needs to be collected and archived in a database for future use/ release of new blocks. DGH is also expected to upload the data pertaining to the surveys under: taken in-house. A major gain out of the exercise is that currently in the absence of proper database, data package for NELP blocks are prepared with difficulty. However, for open acreage system preparation of such data packages will not be required.
