Haldia Refinery   30-Jun-2007
“We should look beyond the geographical boundaries of India for becoming a major international player and continuity of our expansion projects for integration and diversification are vital to the realisation of this dream,” said Mr. Sarthak Behuria, Chairman, addressing employees of Haldia Refinery in the Open House Session during his visit here on 30th June 2007. He highlighted the corporate initiatives for forward integration into Petrochemicals and backward into Exploration & Production. He said, “The Corporation is implementing projects of over Rs. 50,000 crore currently to ensure sustained growth and leadership. The major projects include a grassroots Refinery-cum-Petrochemicals complex at Paradip, Naphtha Cracker with downstream polymer units at Panipat Refinery, a Resid upgradation project at Gujarat Refinery, a Once-through Hydrocracker (OHCU) at Haldia Refinery, Panipat Refinery expansion from 12 to 15 MMTPA, and MS quality improvement projects at Panipat, Mathura, Barauni, Digboi and Guwahati Refineries.” Highlighting the performance of the last fiscal, Mr. Behuria said, “The last fiscal was a turn around year for IndianOil with Gross Turnover touching a new high of Rs. 2,20,779 crore, up by 20.53% as compared to Rs. 1,83,172 crore in 2005-06.” He remarked, “Each and every one of you at IndianOil deserves compliments, as IndianOil becomes the first Indian corporate to cross the magical mark of the Rs. 2 lakh crore in turnover.” Revealing IndianOil’s success in integration and diversification projects, he said that with more E&P acquisitions, we now have a sizeable portfolio of oil and gas blocks in India and abroad. While we are focussed on oil equity and sourcing of natural gas abroad, we are seriously contemplating to form joint venture partnerships with reputed overseas entities to leverage our downstream capabilities. He also said that IndianOil’s overseas subsidiaries, LIOC and IOML, are consolidating downstream marketing activities in their respective countries of operation. Mr. Behuria pointed out that the MoU with the Government of India for the year 2007-08 reiterates our sharp focus on new business opportunities for ensuring sustained growth of the Corporation through introduction of several new parameters such as successful bidding for E&P assets, city gas distribution in the eastern sector, crop plantation for bio-diesel, 10% increase in ethanol-blending by volume, etc. He remarked, “With our collective efforts, we shall maintain our magnificent track record in future too.” The Chairman said, “Our domestic Petrochemicals and Gas verticals are generating substantial revenues. In petrochemicals, we are focussing on increasing volumes in India and abroad.” He observed that in marketing of gas, IndianOil is enhancing its sales target…City gas distribution has been identified as a focus area for rapid growth. IndianOil inked a second joint venture with GAIL for city gas distribution projects in West Bengal. The first joint venture, Green Gas Ltd., has become operational in Lucknow and Agra, with plans in place for expanding to cities in western UP. We have also signed an MOU with Great Eastern Energy Corporation Ltd. to set up gas distribution networks in Asansol, Durgapur and Raniganj, based on gas from their Coal Bed Methane blocks. “ He further stated, “It should be our endeavour to ensure that maximum value addition is done to the molecule of hydrocarbon so as to extract optimum profits and the name of the game today is Value Addition as the further you go down the product Value Chain, more profits are added geometrically.” He also mentioned, “Most global oil refineries are integrated in refining petroleum and petrochemicals. IndianOil is now adopting similar path for Paradip Refinery and expanding further down the value chain in Gujarat, Panipat and other Refineries. Integrated operations will help optimise our Infrastructure and Human Resource costs which are relevant today due to mounting subsidy burden coupled with shortage of professional, experienced and competent manpower.“ Mr. Behuria also dwelt on the prospects of other fossil fuels, non-conventional and renewable sources like wind, solar energy and new technology areas like hydrogen fuel cells. He emphasized that it is the need of the hour to consolidate our own marketing initiatives. “We have made substantial investments in building our brands for our products and services, and it is time that they delivered meaningful results on the ground. We cannot afford to lose our market share at this juncture,” he observed. Expressing his anguish over the rising accident rates and failures, he said, “One of the areas of deep concern is the continuing spate of accidents at worksites. These should be prevented in the first place. … I want to make it clear that accidents and lack of adherence to safety provisions will be viewed seriously, and persons responsible for such lapses will have no place in our business. I will make no exception for lapses in safety. “ Speaking on the MoU with the Govt. of West Bengal for setting up a Petrochemical Hub at Haldia, Mr. Behuria said, “IndianOil is carrying out detailed feasibility report for setting up the Petrochemical hub and will soon set up a Paraxylene Plant at Haldia Refinery as the first step towards building the Petrochemical Hub at Haldia.” While reviewing the performance of Haldia Refinery he appreciated the achievements as well as plans for improving the refinery profitability. Appreciating the excellent performance of Haldia Refinery in the last fiscal, the Chairman said, “I want Haldia Refinery to be the face of IndianOil in Eastern India. Haldia has a wide scope for exporting the products, which it should harness for enhancing profitability.” Answering various queries raised in the Open House Session, he said that there is no need to get alarmed over other Petroleum Companies’ aggressive forays for integration and diversification. On the implementation of Paradip Refinery Project he said that the project would be commissioned by 2010-11. During the plant visit, the Chairman candidly interacted with the employees at various locations. The meeting with collectives was warm and cordial. The visit of the Chairman and his words of advice and encouragement have enthused Haldians to set new standards of excellence. Earlier on his arrival on June 29, 2007, Mr. Sarthak Behuria, Chairman, was accorded a warm welcome by Mr. R K Ghosh, ED (Haldia Refinery), other senior executives and representatives of the collectives.
